B. Consider approving the terms and conditions of a program (Chapter 380 agreement) with Town
East Mall, LLC, to promote economic development and stimulate business and commercial activity
and authorizing the City Manager to execute the agreement in conjunction with property located at 2063 Town East Mall, Mesquite, Texas.

22. Conduct a public hearing and consider the application of Town East Mall , LLC, for a variance pursuant to Section 13-5 of the Sign Code to allow the use of an Electronic Video Screen in conjunction with a permitted sign, which may include variances to the provisions of the Sign Code relating to the height, size and design of a monument sign.
