Citizens Forum

At this time a number of citizens not to exceed 10 shall be allowed to speak on any matter other than
items on the agenda, personnel matters, matters under litigation or matters concerning the purchase,
exchange, lease or value of real property for a length of time not exceeding three minutes on a
first-come, first-served basis. Citizens addressing the Council through a translator will be allowed six
minutes. No Council action or discussion is to be taken until such matter is placed on the Agenda and
posted in accordance with law.

should any member of the Council or any individual wish to discuss any item, said item may be

3 Minutes of the regular City Council meeting held July 5, 2022.
4 A resolution adopting the Annual Plan for the Housing Choice Voucher Program for
submission to the United States Department of Housing and Urban Development.
5 A resolution approving the Mesquite Quality of Life Corporation budget for the fiscal year
2022-23.
6 A resolution endorsing and accepting the Fiscal Year 2022 Motor Vehicle Crime Prevention
Authority Auxiliary Grant Award of $20,000.00 for the lease or purchase of an Automatic
License Plate Reader System and approving the contribution of City funds in the amount of
$4,000.00.

7 RFP No. 2022-069 - Rejection of All Bids for Annual Contract for Temporary Personnel
Services.
(Staff recommends all bids be rejected and rebid at a later date.)
8 Bid No. 2022-095 - Purchase and Installation of Vehicle Safety Equipment and Accessories.
(Staff recommends authorizing the City Manager to finalize and execute a contract with
Priority Public Safety, LLC, in an amount not to exceed $600,000.00, and to finalize and
execute a contract with Pursuit Safety, Inc., in an amount not to exceed $600,000.00, through
an Interlocal Cooperative Purchasing Agreement with the City of Allen. The term of each
contract is for one-year, with two additional one-year renewal options. The City Manager is
authorized to exercise the renewal options subject to annual appropriation of funds.)
9 Bid No. 2022-120 - Annual Supply of Neptune Mach 10 V5 Electronic Water Meters.
(Authorize the City Manager to execute a contract with sole source provider Core & Main, LP,
for an amount not to exceed $289,964.00.)
10 Bid No. 2022-129 Cityworks License and Management Services.
(Staff recommends award to sole source provider Azteca Systems, LLC, for a one-year
renewal of sole source software, in an amount not to exceed $68,250.00. The City Manager
is authorized to execute any documents necessary to authorize the one-year renewal.)
11 Authorize the City Manager to finalize and execute a Professional Engineering Services
Contract with Binkley & Barfield, Inc., for final design and construction documents in the
amount of $170,250.00 for Utility Engineering for CSJ 2374-02-162 - IH 635 at US Highway 80
Interchange.
12 Call a public hearing for August 1, 2022, 7:00 p.m., at City Hall, Council Chamber, 757 North
Galloway Avenue, Mesquite, Texas 75149, and order the required public notice for the public
hearing be given of the date, time and location of the hearing for the proposed 2022-23
budget.

Consultation with Attorney
Pursuant to Section 551.071 of the Texas Government Code, the City Council will meet in closed
session to seek the advice of its attorney on a matter in which the duty of the attorney to the
governmental body under the Texas Disciplinary Rules of Professional Conduct of the State Bar of
Texas clearly conflicts with the Texas Open Meetings Act. The following subject may be discussed:
• Discuss regulation of residential property swimming pool and spa rentals.
Personnel Matters
Pursuant to Section 551.074 of the Texas Government Code, the City Council may consider the
appointment, evaluation, employment, reassignment, duties, discipline or dismissal of the City Manager,
City Attorney, Municipal Court Judge, City Secretary, members of the various City boards and
commissions, and City officers or other employees. A complete list of the members of the City boards
and commissions is on file in the City Secretary’s office.
Following discussions in executive session, the City Council will reconvene in open session where any
final action regarding executive session items will be taken.
The City Council reserves the right to adjourn into executive session at any time during the course of
this meeting to discuss any of the matters posted on this agenda, when such executive session is
authorized by Texas Government Code Section 551.071 (Consultation with Attorney), 551.072
(Deliberations regarding Real Property), 551.073 (Deliberations regarding Gifts or Donations), 551.074
(Personnel Matters), 551.076 (Deliberations regarding Security Devices or Security Audits) and 551.087
(Economic Development); Texas Tax Code Section 321.3022 (Sales Tax Information) and Texas
Government Code Section 418.183(f) (Emergency Management).
